Google Ads Conversion Setup: Define, Verify and Reconcile Lead Outcomes
Begin conversion setup by defining the outcome you want to measure. An inquiry, qualified lead, booked job and collected payment are different events. Choose the outcome your business can reliably record before deciding which campaign settings to change.
Inventory existing actions
Record each conversion action's source, trigger, counting method, value and goal membership. Identify whether it measures a new business event or another report of an event already captured elsewhere.
Compare the configuration with actual lead records. A name or unexpectedly high count is a reason to investigate, not enough evidence to disable an action. Document the proposed change and its effect on campaigns before applying it.
Verify successful actions
For forms, confirm that a measurement event corresponds to an accepted submission. Test validation errors, failed requests, retries and repeat visits. A confirmation URL hidden from navigation is not automatically protected against direct visits or reloads.
For phone measurement, distinguish link clicks, connected calls and qualified outcomes. A duration threshold is a filter, not proof that a call booked. Use actual outcomes to evaluate whether the definition is useful.
Check the campaign's goal
Google distinguishes primary and secondary actions. A primary action is used for bidding when its standard goal is selected. Secondary actions normally support observation, but actions in a selected custom goal can be used for bidding regardless of that setting.
Review goal membership and campaign settings together. Do not assume phone leads must always be primary or form leads must always be secondary. Avoid unintentionally optimizing toward multiple stages of the same journey as if they were independent successes.
Connect later outcomes carefully
When importing qualified or converted leads, follow the current instructions for the integration you use. Google's Data Manager guidance covers enhanced conversions for leads. Confirm prerequisites, permitted data handling, matching fields and import diagnostics rather than assuming every CRM captures everything automatically.
Use documented business values and identify estimates as estimates. Keep projected lead value separate from actual collected revenue. Record duplicates, unmatched records and processing failures so they remain visible.
Verify the complete path
Check the site event, the receiving system and the processed report. A tag firing is one piece of evidence, not proof that the final conversion was attributed correctly. Reconcile against the business records using consistent definitions and dates.
Follow Google's guidance on changing bidding goals when migrating a campaign to a different outcome. Record the change and assess subsequent results without promising improvement after a fixed number of days.
